TOPIC: Animal Response in Large Scale Events

One of the questions from the panel is about what Federal Grants/Programs are underutilized.  Both FEMA EMPG and Public Assistance for Animal Preparedness and Response are very underutilized. â€‹

FEMA Emergency Management Performance Grants - focused on disaster preparedness.  The funding is given from FEMA to the State Emergency Management Agency, who administers (and chooses) grantees within the state.  It is used to build capabilities for response.  This is a Fiscal Year 2025 Fact Sheet, because FEMA is currently unfunded for their non-emergency activities. In FY 25, EMPG provided around $320 Million in funds.  It is slated to be similar for FY 26.  Historically, this has been used to buy CAMETs, launch SART/DART/CART training and exercise programs, etc.

FEMA Public Assistance Grant Program - This is a reimbursement grant program for disaster response and recovery efforts.  States/NGOs/Locals can get reimbursement for evacuation/transportation and sheltering (including food, supplies, vet care and more),  This is highly underutilized in the animal response world. If they received reimbursement for evacuation/sheltering efforts, it better prepares and positions them for the next event.  Therefore, I consider this for preparedness in that context.  Attached is the current policy.  The definitions for Household Pets/Service Animals and reimbursable expenses are outlined in pages 140-145.
